Unfortunately, currently in Microsoft Forms, we do not support making a limit on the multiple choice questions. As a workaround, you may create 3 same questions with the candidates' name and ask the users to vote. Later, you can export the responses to Excel worksheet and remove the invalid responses. The background is not sizing properly for mobile. This is happening with Microsoft generated backgrounds and with custom backgrounds. Here's a link to a support chat going back to September 2023, with still no solutions. This makes microsoft forms unusable if end users cannot view in mobile without the image being cut off.
