When referring to the type of place you can use"at" e.g. at four (different) recreational centres, at their headquarters in London. I would use"in" when referring to the name of the place, e.g.

Normally I'd be concerned about giving a quick answer with no context, but here I'm pretty sure it's always"In my free time." I can't think of any instances when"On my free time" makes any sense.

Volunteer in organizing the third European conference. I think it is that organization implies to me something more permanent, like a corporation; it is an entity/thing that lasts. The organizing, in contrast, is a short term action .
