The only 2 browsers that i know of that have these 2 capabilities are edge and vivaldi. Switching workspaces in edge is slow unfortunately, and Vivaldi seems a bit broken. i get https errors for well known sites like tomshardware. reloading fixes it, but it's just annoying.
SeaMonkey = By default. Pale Moon = By default. Vivaldi = Technically in settings. You have to move both the address bar and tab bar to the bottom of the window. It then makes a mirror image of the top configuration, and the tabs will be under the address bar. And that's all I got.
Firefox is also a very good option, but it seems to be way better on desktop than on mobile phones. There’s Firefox and Ungoogled Chromium. Iridium, ungoogled chromium, firefox with tweaks. Faster than chrome, just Safari in apple devices. It's good for privacy.

Also regarding Thorium and Mercury - the sus stuff was wiped from the code, and it wasn't as bad as people thought. I don't think boycotting them over this is warranted. Based: Firefox, Falkon. Opera is kinda off stagnant feature wise. For me, the best browser of 2023, in my opinion, is Arc Browser because it helps me a lot in my workflow and organising my tabs because of the spaces, folders and putting colours & names on the folders/spaces with icons.

Obviously thorium. Vivaldi Browser. Amazing speed dial, fast performance on Android and pc, sync functionality works great and you can share tabs between devices. Try them all and find out.
