Just got a new PC a few days ago, and this very same issue popped up the morning after from its 1st shutdown the night prior. The only solution I see so far is extending one of the monitor displays & reverting it which causes the screen to go black for a moment. You're then able to pick a different wallpaper for the 2nd monitor.

There's another method I'd suggest. PNG files will not get blurry when transcoded for wallpaper use. Go to where your picture is stored. Right-click the picture file, choose"Open with" and pick Paint. Choose File, point to"Save as" and pick the PNG option on the right side. Save your file as this PNG option using any name you like. Close Paint
